I just called IR, she said, the board hasn't held any meeting to make the decision yet. But she told me the r/s will happen only when the NASDAQ listing requirement is not met by September.

So, this is my guess. They have time to run this stock price higher by end of August or early September and this is what they're trying to do. They mentioned r/s on 1for2 to 1for15. If they were looking for r/s, I would say 'around 1for7' or any middle price range. But they gave us the range, which implies me that they want to run the stock price higher first then determine the r/s ratio.
