It tested 11 twice, the first one broke up it nice. the second one touched it and came down, but notice 11 hit last week was higher high of 9 which was the high after bouncing. Today might be the dip for higher low.

higher high/low formation:

9 -> 11 resistance
3 -> 5 support (3 hit was just 270k shares. Most of sellings were done in 4. So if we 3 is ignored, 4->6 is higher low formation)
