He's not bugging any contractors... contractors bid on hundreds of projects that may or may not materialize. At most some bid numbers may come across a fax machine in the middle of the night... and what's the date on the drawings, last year or last week? Are they the "city approved" or just the "bid set"?

If permit is paid for then the Building is Real imo
If not, then... why not?
