There is a substantial lack of transparency in regard to what is actually going on "on the ground", unfortunately. Maybe if we knew this the pps would be substantially even lower, however. If things are going well, there certainly isn't much effort to really show us why/how what is going on...very substantial lack of substance with respect to facts on the ground.
