BEFORE one SEC, FINRA form can be filed. A submission of an amendment, such as a Name Change/Stock Split, Designation, Resignation/ Annual List/ and a host of others must be filed
first "in that particular State of Incorporation."

OTC:BB-FINRA paperwork should not be filed untill the State
filings have taken place.

If they decide to merge from different states then each state
should have filings.
