I believe its latin for Buyer Beware.
Its a warning sign that pinksheets.com puts on pinksheet companies that either don't pay their fees or dont file financials, there are a number of reasons, but it also discourages investment. When the CE is lifted which ENTI is working towards, it should generate more buyers here.
