Read the last paragraph of page 2 and a few of the following paragraphs of page 3. This is a Coates SEC document from way back however it does back up everything that jamesdond says (i.e. harley davidson engine did not work, Chrysler stopped by the plant and realized that the engine would not work, especially in light of the 'exhorbitant' license fees, pollution tests were far higher than EPA standards). Yes this is from a long time ago and I hope something has changed since, but I don't see any evidence of that.
