What is this stock doing down here and why so.....stuck!!!

Does anyone suspect anything untoward going on? Is their financing, old debt, shares being released, restrictions lifted, what gives???? This seems like it is sluggish, but with overhang for some reason.

Any help? Can't seem to figure out why it is just sitting here!
