Billy V. Ray is the controling shareholder of EFIR. He has supermajority control of EFIR through ownership of ~14M common shares and the vast majority of the Series C Preferred Stock (each share of which has 21,000+ votes). Consequently, it doesn't matter what anyone else says or wants because he controls something like 90% of the shareholder vote. Ray was the CEO of Charys Holding Co. before EFIR, and Abel Telecom before that, both of which crashed and burned in a very bad way. Dennis Alexander is CEO of EFIR but it doesn't matter because hillbilly is pulling the strings in the background. He is a one trick pony and master of the pump and dump.
