It is modern fashion... not sure if it is *sanctioned* for a CEO meeting a Congresswoman... but I have zero problems with the casual look in American business! It basically says... "I'm just a regular guy" vs. the perceived "I'm a slob"... It is analogous to rolling up one's sleeves...
