I think GOIG would some kind of smart to give at least one police department and one sheriffs department a free ride for 2 years so they could then show other departments that police are using the service as well as the sheriffs department. If they then could get a couple of paying departments then the rest sould be a piece of cake especially if they do it in a major city.
