I don't know about this not diluting business, but that's OK.
Aside from pink sheet stock owners needing money now and then to pay the bills, pink sheet operators can accumulate a good line of shares on the cheap then pay the owner in exchange for a press release.
They dump most of their inventory in the morning while there is retail activity. What's left over is sold steadily at lower prices until the accumulated inventory is liquidated.
Rinse, repeat, or something like that.
