Base on what we gathered, the O/S increased and float decreased on June 10. If it is true that the 1.4B went to Chile, then MMTE had the Memorandum signed around then. We received a PR about it 3 weeks later.

This lead me to believe the analytical result might already be in Mr. Lieberman hand when he released the PR last week. It seems like he is waiting to for some other news/result before he release the analytical result to keep us looking forward to the next... I likes how he is doing this. Very slow and careful instead of rushing with fluff pr and it might blow up on him.
