Cliff, its obvious (at least to me) they needed to sell shares to pay expenses. The part of your post that didn't make sense was your thinking that the primary use of the shares was to reward talent that hasn't performed yet and in some cases are relatives of Mario who, one would think, wouldn't need a signing bonus.

You post implied that you thought rewarding talent was the PRIMARY use of the proceeds from the shares sold by the company and that "Additionally those funds can be used to pay for day to day operational expenses to grow sales & profits."

BTW: Isn't the company supposed to be BUYING BACK shares instead of increasing the O/S and SELLING SHARES and DILUTING current shareholder equity? Or was that just another example of Mario's "over-exuberance" in issuing PRs? Why would someone who just increased the O/S and sold nearly 40MM shares state they were PLANNING to buy back shares from time to time unless they were FOS?
