K, I have been staying out of this, but, how does saying they are considering it = a lie? I have given many proposals over the year's that people say they will consider, even if they have no intention of using it. Believe it or not, people actually have to review things. Did BP actually say they were not contacted or recieved material to review, or if something was submitted for consideration?
