Dilution is dilution. When the shares come off restriction they will probably be sold into the float. Who wouldn't take a profit on at least some of their .03 shares? Wouldn't you call that dilution? My point is the company could have got more than .03 a share if they sold into the market. The restricted shares are going to dilute the stock at some point.
