This is smart busisness anyway you look at it. Lets say you invented the slinky, and thought it was a cool toy and everyone would want one. Would it make sense to spend the capital to produce 10 million slinky's, or would it make more sense to produce 10 thousand, and test market them to get a better understanding of their acceptance. You may find that they aren't accepted because they were too big, too small, needed color, or needed adjustments for whatever reason. The fact they weren't accepted at first doesn't make them a failure, it simply means changes need to made to better appeal to the consumer.
