True, but anytime a site changes hosts the IPs usually change. In order to notify the entire world of a move, the registrant needs to update the DNS (domain name servers) in the whois database unless he uses a dynamic DNS service where he would change it there instead.
They may have changed web designers, but whois shows the site still resides on the same domain servers and IPs:
