This is a California Energy Commission Report that discusses most of the California electrical energy problems. Section on power distribution is near the end.

Thanks to imaginativetrader at RB for the spade work to find this.

In reviewing the participants on page 6, I notice that CPTC is not on the list. 3M does participate. It would be interesting to hear from CPTC why they are not part of this. I'm sure they can't be everywhere all the time but, this one seems important to me.

I'll ask CPTC to comment and will post the response.
