I was a stuckholder in CTEI for about 2 years, very few PRs and quitely the CEO got off the pinks. But even after it was under a penny, I bought the last 40K @ .008 In Nov 2007 I think. They announced they had won a contract from a major utility in Utah for senors and it started a run that ran to .76.

Its back to a dime and I'm still holding 25% because I know its going to happen again with their Carbon capture products for coal mines, or their utility cost-cutting systems for institutions, or something else.

The managements of a penny stock is much more important that current price. Its the vision/wisdom of the management or lack thereof that ultimately decides the winners.

But this penny world is jammed packed with fakes.
