Yes ok you are right. But SLOANE also stated they where in for the divvy. So those shares will be locked up atleast until the divvy.

Next to that, they are not allowed to sell more then 1% of there holding each 90 days.

And why would Sloane accumulate 17 bill shares just to sell them at the moment he has the amount he wants:/

In strict terms you are very much correct. But in the outlining you missed it by a 10 miles.

"As of June 29, 2010, the Shares represented 23.59% of the approximate total 74,813,049,643 shares of Common Stock outstanding as previously reported by the Issuer.
" Next to the 5% restricted that is atleast 28% of float locked up. Add to that a bunch of long term note holders that got shares and IMO about 40-60% is locked up. But as you say, its not restricted. But changes are very very very small that they sell IMO (its also not even possible..)
