Yep, no one complained when GWB eliminated all the refinery enviro regs (fuel standards) for months and months that limited their production capacity after Katrina (and other Hurricanes IIRC) damaged US refining capacity, and that ran gasoline up to near $5/gallon.

I wonder if this might be a partial back door effort at the cap and trade goals to raise gas prices, reduce oil consumption, and raise refinery costs and enviro spending to boost the economy, and boost alt energy markets until they can pass cap and trade.
