A short reported on AFPW can be as simple as someone depositing a certificate and being allowed to sell prior to the certificate clearing (usually about three days).
They report unfortunately does NOT report the covers.
The NET short position is as per the bimonthly short report.
At June 15, 2010 only 10,557 Net shares short.

Finra advised me that 99% of these daily shorts clear within two or three days. Any shorts not clearing show up on the FTD list.

Its simply how the market operates.
