I believe what they meant to say was increased % from Concrod dome would allow for repay to investors quicker. People who leant money during court case against future revenue.

If they purchase surrounding accerage,,, that would nto be tied to the loans. So that revenue would go directly to company.

Person who wrote it obviously also did the proof reading.
Someon else would have noticed it being confussing.
