They won't be worth as much as he wants them to be. But I'm just thinking that those 500million shares are a last resort Steve will use in order to receive the amount of money he needs to expand the company. But then again if SP manages to sign all the contracts (especialy Poland) could really boost the company. And diluting shares at this price it doesn't add up to the 1milion he wants to raise. I don't see how ?001 x 500mil = 1mil. Or any other number below .002.
