In this case there was a market imbalance at the close (this was public knowledge, once again to knowledgeable investors) and the closing price on the market at close orders on the NYSE, NOT AFTER HOURS was 71 cents PERIOD. As if often does, this trade it hit the tape a minute after 4pm.

FBP closed at 71 on the exchange and all reputable quoting and charting services are using that closing price, 71
