The only way to get into the stock is
1. If someone sells and waiting on Bid while a small push in the ask could make this uptick.
2. Or buy at the ask and get in before the run.

I think once the OTC disclosure was done on June 25 they no longer are diluting as they have changed the TA from First American to Madison.
