Some further info I found...

This is a statement by DF from last year:

"In May 2004 the National Renewable Energy Laboratory released radiation data (PAR Data or Photosynthetically Active Radiation) and defines Death Valley Junction area, using inputs derived from both satellite and surface observations of cloud cover, aerosol optical depth, atmospheric pressure, water vapor and other variables as one of the most advantageous areas for our use in the United States of America." Mr. Fisher went on to state, "It is also a known fact that there is an aquifer three feet from the surface to provide more than sufficient amounts of water and we can place our large algae water storage tanks below ground and utilize the cooling needs in the hot weather and the warming needs for the cold winter nights.”
