My assumption... Dean left just enough room in the O/S shares for this exact reason... just before he signs all the deals and is certain that everything is going to get done he let all his "close friends" in on the info and diluted everything up to 1.5B knowing it would push down the pps and everyone can get those last shares for extra cheap... with this done the PPS will now rocket once news is released as no more shares can get diluted and everyone that wanted in got it at the lowest point ... all IMO
