It take a few days for the stock to settle and then it takes a while to have the transfer agent process the request for the certificate, usually several weeks. Saying they "Will be holding their shares of the Company's Common Stock in Stock Certificate form and not in the DTC system" makes perfect sense. I think it is for a short squeeze and the deal is indeed coming to fruition.
