Consider the stock of EEE.

EEE Insiders were BUYING on:
May 14th - May 24th 0.20c -0.22c
As you can see, the stock dropped after those BUYS, down to 0.10c on June 8th.
This dispells the notion, that insider purchases will cause the stocks price to rise.
In the case of CCTC, some are worried that the insiders sale of stock has caused the stock price to fall.
It is easy to try and rationalize what should happen to a stocks price by trying to use your logical thinking, but the stock market doesn't work that way. There are other forces at work, other information, other factors, that influence the direction of a stocks price.
