Well I would say that one reason immigration is not enforced is that the government and social security would starve without the payroll taxes of the illegals. If you're an illegal then you and your employer both contribute social security taxes every payday. As an illegal, you can never claim social security benefits so where does the money go? If that "ghost" contribution were taken away then social security would collapse much faster than it is now.
