I think you have a an excellent idea on your hands; very similar to replacing your propane tank at the gas station for your grill, etc. I remember when you used to have to go get those filled up.

As far as mileage, I can attest that I drove a 2008 Ford electric vehicle for 2 years at work (under lease) and I got close to 40 miles per charge with it, mostly in the city. Headlights/AC/Radio, etc killed it. I think they have a long way to go yet but it looks as though the government is supportive of it $$ wise and engineers are working day/night to get it right.
