Every share will get the divvy, real and counterfeit. By federal law all brokers are required to guarantee this. Brokers will pay the divvy on shares they do not hold certs on and they will go after the broker owing them the shares, those brokers will then collect the divvy from the accounts of those investors that shorted. But I have a feeling you know all of this very well.
