You can buy stock with unsettled funds. Just cannot sell the stock until the funds settle.
Example:
Say I had $0 cash balance in my investment account. But $500 of stock A in market value.
I sell some of stock A today for $100 (Settles 3 days from now)
I buy stock B today for $50 (unsettled cash)
Therefore, I cannot sell stock B for 3 days because it is not "paid" for yet.
If I do sell it within that period. My account will be automatically frozen for 90 days.
