Looked back at when PR's have been issued in connection with reaching prior milestones. I looked at the last two milestones reached. When the 500,000 milestone was reached there was almost a two week wait until the PR was issued. When the 1,000,000 milestone was reached there was a PR issued the next day. I didn't look any further, but with these two milestones in mind we can safely say that reaching 2,000,000 users won't necessitate a PR being issued today, but there still could be. The 1,000,000 user milestone PR was issued at 12:27 EST, so we still have some time.
