Chart Wizards

So I'm looking at the 3 month chart... and the handle should have formed by now no? Well We just started climbing from below the same point back at the end of April when the first huge uptrend occured... Is this the point in the chart where the same uptrend should occur and surpass the original high as per technical analysis rules? or are we already past the point where this could have been a cup and handle?

Guidance on this? (and don't guide me to do more DD on Tech Analysis please lol)
