Mmm...have you seen ALLP quotes on otcmarkets.com? I'm suspicious of those offers stacked up there in the $0.01xx range which appeared out of nowhere, while yesterday's $0.01 bid dissapeared.
I can't guarantee it, but I think some smartass is layering the order book (that is, sending "false" orders with no real intention of getting them filled, just to show the opposite of their real intentions).
In this case those offers make the stock look weak, which can help them scaring someone into selling into their bid.
