Got a response from IR. Production is postponed because funding of this equipment improvement ("spiral"?) is needed first.

With this funding they "optimize the gravity concentration plant to capture the fine gold that is currently being missed by the system. From our test runs and a third-party consultant's input, this could potentially double the production rate of the plant."

So maybe this doubling was already ment in PR from Sep 24th 2009:
Soltera's management estimate that it would be possible to produce up to 2,000 ounces of gold per year very quickly with the existing equipment and to double this with additional equipment.
