He did say 150 million was restricted. That leaves 250 mill for other means. I'm sure he'll share more tomorrow. He also said Rawson would not get his shares unless he met his objective of uplisting. Which for me spells out R/S all over it.

At this point, if I was Dennis (and I'm glad I'm not) I would be less concern about the share price and more concerned about producing a product.
