IIRC, the second patent was using water and CO2 to make methanol, a precursor to making a longer chain hydrocarbon such as those in gasoline. So yes, this is the first time, something brand new, and it may have a lower energy production cost to convert CO2 plus CH4 into a liquid fuel, than the prior patent. One of the problems with methane for cars is the need for compressors to compress it for storage in car tanks, and the lack of flow rates needed to refill a car from low pressure residential lines. Liquid fuels already have the infrastructure for delivery, so this may be far better that the second patent!

These guys are turning into a patent production machine!
