Things you might consider when comparing palestinian and Israeli casualty numbers.
1) The figures you cited were from a pro palestian group (although they are liberal Israeli citizens) which is strongly against the Israeli policies, so the numbers are probably biased in favor of the palestinian side. No one knows what the real numbers are, but this is a secondary matter.
2) Few people would seriously argue that the palestinian terrorists do not use civilians as cover for them when launching attacks on Israelis. That alone makes the probability of higher civilian casualties certain.
3) The last thing the palestinians want is peace. The only "peace" they want is one that includes the complete elimination of Israel and the Jews from the middle east. The palestinians have had many chances for full peace with Israel, including a two separate state solution which granted them some 98% of the land they claim.
The bottom line is that the arabs/palestinians do not want peace. They will not agree to peace on any terms until Israel no longer exists.
