How in the name of h*ll can you make a multi million deposit in a company and after start the research!?

This is in the PR

Nourtech S.a.r.l has confirmed that they are prepared to place the ten percent (10%) deposit upon an undertaking from Sunrise Consulting Group to proceed with its due diligence.

So why don't they 'undertake' it.... wat are they wating for?
