I did not mislead anyone. The PR I referred to was BEFORE the bloomberg report. And it was stated clearly. As far as TOP-CAP? Never heard of this being considered (LMRP CAP was latest option) until your post. This must be something new and to my knowledge was not disclosed as a possibility until now.
