Here's why: I don't think that ATNP ever had the intention of fully marketing and servicing the gotv product. I believe the intention all along was to develop the concept and functionality, bring the product to market, and then sell or partner to/with a much larger company capable of fully marketing and servicing the finished product. Very similar to how small biotech's develop a drug(product), advance the drug through the regulatory approval process and then partner with, or sell the rights to, the drug to a much larger entity (big pharma) fully capable of maximizing the inherent value of the finished product.
ATNP shareholders will receive an equity stake in the GOTV spin-off, most likely through the conversion of "dividend" shares into "equity" shares, and will then be sold (controlling interest 51%)to a large company (insert rampant speculation here, lol) capable of fully marketing and servicing the finished product on a grand scale (infinitely larger than ATNP could ever accomplish on its own).
Imagine if ATNP shareholders owned a 49% interest in GOTV service offered by comcast, yahoo, cox, microsoft, etc. (These references are just for example purposes, I am not suggesting ATNP is in discussions with any/all mentioned.)
The key will be to hold as many shares as you can of ATNP for the final GOTV divi shares distribution as these will most likely translate to an equity position in the GOTV spin-off.
