With regard to the energy saving plan submitted for the 150 tons per year clean coal production project, the Committee has examined and discussed the documents in details with experts in the related fields. We have the following comments:
1) The project is suggested to be located at Hohhot Economic and Technological Development Zone, Hinggan League. The suggested construction period is 18 months, from April 2010 to November 2011.
2) This project will adopt the clean coal production technology in the United States. The main production equipments, such as belt conveyor system, coal crushers, compressor and ammonia freezer etc, should comply with national standard in energy consumption.
3) The emission of carbon dioxide during production should be fully collected. Obsolete transformer and other electrical equipments cannot be used in this project. Given the energy saving facilities proposed in the documents for clean coal production, the Committee granted the approval of this project.
4) In full production, the allowed overall equivalent value of total production energy consumption of this project is 382,600 tons of coal equivalent ever year (TCE/y), in quantity value, it is equals to 369,300 TCE/y. For clean coal production alone, the total production energy consumption is 257.44 TCE (246.20 TCE in quantity value), which includes electricity consumption of 39.52 kilowatt hour per ton (kWh/t), oil consumption of 0.480 kilogram per ton, gasoline consumption of 0.23 BTU per ton, water consumption of 0.003 ton per ton and coal consumption of 1.64 tons per ton. The integrated value-added energy consumption for the production is estimated to be 8.33 TCE per RMB10,000, which is higher than the 2008 standard of 4.19 TCE per RMB10,000 set by the Inner Mongolia Autonomous Region.
5) Re-assessment of energy saving is required if: 1) the total production energy consumption is 10% or more than the approved amount, or 2) there is a substantial change in technology, equipments or energy source in production.
6) During construction, the Economic Committee of Hinggan League is responsible for the supervision of the project in matters related to the execution and progress of her energy saving plan. After construction completed, the project is required to file application for approval of energy saving compliance from this Committee. Production is allowed only after all energy saving test are qualified and passed.
