You are correct, it doesn't say anything anywhere about a done deal or ARTS having the Picasso in their posession. The purchase agreement said it was contingent on a financing agreement within 30 days of the purchase agreement. ARTS came out with the PR on the 30th day saying they had the financing terms. To me, this means the deal is done as it is in line with what was said and no other PR's came out saying otherwise.
