You have made a perfectly valid point and that is the OS doesn’t actually affect the price of the stock unless there is a dump-fest constantly going on and ARTS continue to be the dump king. The CEO rants about investor stock value on the same day that his company dumps 38 million shares into the market, further diluting and lowing ridiculously low PPS. Investor confidence has suffered tremendously due to dilution, a lack of transparency and his questionable past of a CEO that is posted throughout the internet. Of course the stock price is low. It is my opinion that this company should slow down long enough to let the PPS catch up with their spending. If you keep going to a shallow well, it will soon dry up. What you’re seeing here is a depleted well reaction.

You are so correct in pointing out the various stocks that have as high or higher OS than ARTS but you stopped short of showing what they dump into the market on a daily basis. ARTS dump shares with no remorse or conscious. They are completely insensitive to the people who lost their life savings from a RS. They cite “long range plans” as an explanation and never once have they considered the impact that this insane dilution fest has in the psyche of the present investor. The average person here gets excited when they hear of ARTS making a major purchase or takeover but ends the day being depressed about the low PPS. How in the hell do you people think that they are able to make these purchases? Dilution, dilution, dilution. Sell, sell, and sell….stock not product.

This is not a bash so chill with the childish name calling. This is just a wakeup call to those who are too blind to see the results of insane selling on a daily bases. Your chose is the bragging rights to owning a Picasso or higher PPS. The Picasso belong to those who own stock in the company so if sold today we all benefit but if sold after you gotten out from under your shares in ARTS, You don’t benefit. If the PPS is respectable and you sell today who benefits then? So stop getting excited about major purchases or buyouts and start sending these clowns emails that lets them knows that you’re not happy with the selling and the PPS. This is my answer to your question of figuring out why the stock price isn’t moving but instead going down.
