It's a combination of reading and posting. They are both contending for exclusive access to a common resource and have to "get in line".

Aside from a post to the board members, is there a way to make adjustments to solve this problem?

It is a structural issue in the database that involves a lot of different pieces many of which have been embedded for many years. It's going to take some time for us to analyze all of the pieces and re-engineer it.

Premium users who want to watch the posts on that board should use Post Stream (selecting their Favorites as the key) rather than constantly refreshing the board. Saves a lot of wear and tear on the F5 key.
