My guess is paper losse for future gains. Let's say that his cost basis is $15.25 a share and he can sell a million @ .25 or a loss of $15 a share. He can then carry that loss into the future against capital gains. In my opinion, at it is opinion only, he is simply preparing for the future my maximizing his losses now......which means that he is expecting an increase in the pps.
